  You're in a slightly trickier situation, because you don't have commit
rights yet, so you're already relying on asking someone to do you a favour to
check your changes in for you, and people might feel a little subconsciously
put-upon at being asked to do a bunch of manual reformatting gruntwork as
well....  Strategically, I'd suggest that when you do this, you also mention
that you'll gladly send a copy of the fully-formatted changelog off-list to
whoever is willing to commit your patch, for their convenience; I expect that
if you make the offer, your willingness will mollify people's subconscious
grumps enough that they won't actually ask you to nine times out of ten. :)
