[PATCH, testsuite]: Increase dg-timeout for gcc.dg/graphite/block-3.c

Hello!

gcc.dg/graphite/block-3.c fails with timeout error on alpha [1], powerpc 
[2], powerpc64 [3], ia64 [4], hppa [5] and probably other targets.  
Attached patch increases timeout factor for all targets to 4.0.
