PATCH: Run libstdc++-v3 decimal tests with parallel make check

Comparing testsuite results for libstdc++-v3 between a sequential and
parallel make -k check, I noticed that in the parallel case the decimal
tests weren't run.

The following patch fixes this.

Ok for mainline, though I suppose this is obvious.
