Toggle default ELF section syntax on SPARC

I have almost exactly the same patch in my tree, additionally renaming
sparc_elf_named_section to sparc_solaris_elf_named_section to follow the
i386 lead and represent exactly what the function is about.  I like this
much better than the previous patch since it only touches the
configurations that really need this stuff.
