I've looked at the patch I don't think there's a license issue, given
RMS' latest comments.

However, I think it would be a waste of time for you to actually try to
review that the text now in tm.texi is identical to the comments in
target.h.  I think we can take Joern's word for that.  If you really
feel it necessary, look at two or three of the hooks, but let's not
spend time looking at every last one.
