[patch c++]: Fix warnings in decl2.c

Hello,

This patch address two comparison between signed and unsigned warnings
noticed by using gcc 3.4.4

Tested for i686-pc-cygwin, x86_64-pc-linux-gnu, and x86_64-pc-mingw32.
