license & copyright patch to MELT for dual GPLv3+ & GFDL1.2+

I don't know.  It is up to rms and/or the GCC Steering Committee.  It is
not up to me.

    What exactly is the patch in the copyright notice I am expected to
    apply? 

As far as I know, rms has not proposed specific wording.  

I hope rms and/or the SC will have some resolution for the issue.  I
can't do anything more at this point, since I already gave you bad
information.  Sorry.
