C++ PATCH for c++/43093 (ICE with attribute)

The patch for c++/43031 failed to consider that after 
cp_gimplify_init_expr we often won't have an INIT_EXPR anymore.

Tested x86_64-pc-linux-gnu, applied to trunk.
