[reload-v2a] Mirror Bernd's change

Back in the summer Bernd made a change to init_eliminable_invariants 
which fixed a missed optimization PR for the ARM.  While investigating a 
regression in the range-splitting code I realized Bernd's change needed 
to be applied to an additional function on the reload-v2a branch.  At 
some point in the future init_eliminable_invariants and 
record_equivalences_for_reload will need to have their code commonized.

Bootstrapped and regression tested on x86-64.  Also verified a 
missed-optimization issue was addressed by visual inspection.
