Patch committed: separate Go license into two files

At the request of Tom Callaway of the Fedora project, the Go project has
split the license into two separate files, separating the license proper
from the patent grant.  The patent grant language is similar to that
used by the webm project, with one small change suggested by the FSF
(changing "owned by Google" to "owned or controlled by Google").  This
patch brings this change to the license over to gcc.  Brett Smith of the
FSF confirmed that this change was acceptable for the Go frontend as
used by gcc.
