[patch gfortran]: Second part of fix for PR/43844.

Hello T

Use GetTempPath for win32 targets and prevent double slash/backslash
at end of path. Additional it cleans up with a warning for
mingw-targets in raw_truncate.

ChangeLog

        * io/unix.c (raw_truncate): Explicit cast from integer-scalar
to pointer.
        (tempfile): Use for mingw GetTempPath and avoid double slash
        for path.

Patch tested for x64_64-w64-mingw32, and i686-pc-mingw32. Ok for apply?
