Thanks for all your testing.  It took me longer to realize what the
problem was than it should have, since the broken change was
unintentional and shouldn't have been in there.  I wasn't aware I had
made this change, so I only looked at the use of df_find_noclobber_defs
in computing merge_set_noclobber and was puzzled that I couldn't
reproduce your results.

I've committed the following after bootstrap and regression test on
i686-linux.
