[Patch, fortran] PR41829 - vtables for fortran - fortran-dev to trunk port

Dear All,

I have recovered all the missing testcases from fortran-dev and have
made the corrections suggested by Tobias.  I did not have time before
leaving for work to post the updated patch; nonetheless it is pretty
obvious.  Apart from the regression PR43924, the patched trunk
bootstraps and regtests.

Unless I hear any contrary opinions, I will commit tonight or tomorrow morning.

BTW Is the style of the ChangeLogs acceptable? - ie. retaining the
separate entries for each PR but all with the same date.  Should we
indicate that this patch is ported from fortran-dev?  If so, how?
