No, add_options_for_arm_neon is actually part of a patch by Daniel 
Jacobowitz to improve testsuite handling of testing with -mfloat-abi, 
-mfpu etc. options (and is not supposed to add -mfpu=neon 
-mfloat-abi=softfp if the multilib options already imply those, or 
variants such as -mfpu=neon-fp16 or -mfloat-abi=hard).  It's that patch 
which needs contributing.
