C++ PATCH for c++/42026 (DR 239, arg-dep lookup and local externs)

DR 239 makes block-scope extern function declarations supercede 
argument-dependent lookup in the same way that member functions do.

Tested x86_64-pc-linux-gnu, applied to trunk.
