[patch,doc] Clarify role of -fdollar-ok vs. IMPLICIT statements

Attached patch clarifies the doc for -fdollar-ok to state that $ is  
not allowed in an IMPLICIT statement (PR 36382).

Tested with "make info man html pdf", please commit if OK.
