As far as I can tell this looks good (modulo the feedback Joseph
provided).  GMP and MPFR both are GNU projects, though the latter
is not available from the regular GNU download sites.

I wonder whether you could try to get this resolved with the author,
and see about making MPC a GNU project as well?  That would alleviate
some of the concerns regarding dependencies.
