[PING#2] tentative fix for eh misbehavior on hppa-hpux

Ping #2 for

Eventhough initially offered as a maybe-too-brutal tentative, the
change was tested and passes bootstrap+tests on hppa1.1-hp-hpux11.00
with languages=c,c++,objc,fortran,obj-c++,ada.
