[Ada] 64bit multilib build on AIX

The ppc64 multilib variants of the Ada runtime library need to use a
specialized version of system.ads to convey proper word and address
sizes.

* system-aix64.ads: New file.
* gcc-interface/Makefile.in (aix LIBGNAT_TARGET_PAIRS): Use the
64bit system.ads for ppc64 multilib variants.
