[lto][patch] Remove more dead code

Looks like we never output a TRANSLATION_UNIT_DECL. Is the patch ok if the
testsuite shows no regressions?

	* lto-function-in.c (input_translation_unit_decl): Remove.
	(input_tree_operand): Don't call input_translation_unit_decl.
	* lto-function-out.c (output_translation_unit_decl): Remove.
	(output_tree_with_context): Don't call output_translation_unit_decl.
