[patch]: to reverse the order that insns are deleted in.

This patch reverses the order that insns are processed inside of the
insn deletion function of dce.
This patch makes no difference in the normal case, but when dbg_count is
used, it minimizes the number of times when the dbg_cnt method will
itself cause bad code to emitted.   The comment in the patch describes
this in more detail.

Bootstrapped and regression tested on x86-{32,64}.
