Hmm, looking into it further, the cfarm gcc14 box has flex 2.5.33 and it 
still generates the missing prototype warnings.  So x.33 doesn't appear to 
be good enough... at least not with the default settings.  Is there some 
magic macro that helps like YY_NO_INPUT?
