[PATCH, c++ diagnostics] Fix c++ front end i18n problems

Hi, all, Gaby, Paolo, Joseph

Thanks for your review. This patch is updated without candidates reform. And it 
changes the enum type to readonly_error_kind and adjusts the value prefix. The 
function name function_category is remained. The typo "issure" is fixed.

Test on i686-pc-linux-gnu.
Ok for trunk?

The separate patch of "candidates are" reform is being prepared and tested. New 
suggestions are still welcomed.
