[PATCH] Add Xilinx MicroBlaze - 3 of 3

Remove from microblaze.h all comments on standard target macros that just 
copy the definition of the macro from some old version of the manual and 
do not say anything MicroBlaze-specific - such comments are never kept up 
to date when the definition of the semantics of the macro change and are a 
pain when grepping.  The internals manual is the canonical place to 
specify what a target macro does in general; the target .h file should 
limit itself to commenting on any interesting aspects of the definition 
for that particular target.
