[patch][plugins] Small cleanup

On trunk the --enable-plugin bits are handled inside the gcc directory. After
the last merge from trunk the branch does it both in the top level and in gcc/.

This patch just removes it from the toplevel.

Committed as obvious (it is already on trunk).

	* Makefile.in: Regenerate.
	* configure: Regenerate.
	* Makefile.tpl (HOST_EXPORTS): Remove PLUGINLIBS.
	(HOST_PLUGINLIBS): Remove.
	* configure.ac: Remove --enable-plugin.
