[patch]: Fix sibcall handling of dllimport in w64

Hi,

this change enables sibcalls for w64 target.

	* config/i386/i386.c (ix86_function_ok_for_sibcall): Correct
	check for sibcall support for w64.

Tested on x86_64-pc-mingw32 and regression tested on i686-pc-cygwin.
