[PATCH,committed] PowerPC atomic NAND

This patch provides preliminary support for the corrected
__builtin_sync_and_nand
semantics.  I am working through the masking for the sub-word case as
I have time,
but did not want to delay the patch.

Bootstrapped and regression tested on powerpc-ibm-aix5.3.0.0.
