[patch]: reverting r135493 & r135463

Hi,

This patch is to revert changes made in r135493 and r135463. The change
is approved by Diego and Richard. The changes in two revisions will be
resubmitted later.

Testing: compiler bootstrap + regression test.

If you find any obvious issues, please speak up.
