Blackfin return_in_memory cleanup

I've committed the following patch.  At some point, a type mismatch in 
the bfin_return_in_memory return value crept into the Blackfin port. 
This function needs to return a bool now.  While fixing this, I've also 
moved the TARGET_RETURN_IN_MEMORY definition into the C file.
