GCC bootstrap breakage

./trunk/contrib/compare_tests 132873/gfortran.sum  132886/gfortran.sum
Tests that now fail, but worked before:

gfortran.dg/proc_decl_1.f90  -O   (test for errors, line 74)
gfortran.dg/proc_decl_1.f90  -O  (test for excess errors)

I don't think that they are related, but I will run a 132873 +
geoffk's patch to be sure.
