[tuples] Tuplify some passes

Hi,

These two patches tuplify some passes: pass_uncprop,
pass_complete_unroll, pass_empty_loop, and pass_iv_canon.

Bootstrapped on ia64-linux-gnu.  Testing is still in progress, but
it's all pretty mechanical so I decided to post it early ;-)

OK to commit after testing completes?
