Condition some Power tests on powerpc_fprs and powerpc_altivec_ok

How about this patch that makes check_effective_target_powerpc_spu
call check_effective_target_powerpc_altivec_ok?  OK to commit?

	Call check_effective_target_powerpc_altivec_ok.

	gcc.target/powerpc/ppu-intrinsics.c: Require powerpc_fprs.
