Blackfin patch: RETS anomaly workaround selectable by CPU type

This adds a WA_RETS flag for the rets anomaly, similar to existing WA_
flags for other anomalies.  Currently, all known CPU types need this
workaround, but since it'll be fixed in some new revisions, we need to
make it selectable.  Committed.
