[PATCH]: more testsuite fixes for -fpic/-fPIC

I have already fixed cmov7 to always use -mbranch-cost=5 (thus making
it a bit more robust even for non-pic case).

I think that the fix for  gcc.dg/pr33826.c can be considered as obvious.
