[vta] wrap modeless CONST_DOUBLEs in debug insns in fwprop

The assertion I added in the mode-wrapping code in fwprop was too
strict.  bootstrap-debug on i686 failed the assertion with a
CONST_DOUBLEs.

I'm installing this in the vta branch.
