[vta] don't take into account MEMs in debug insns in auto-inc-dec

When looking for auto-inc-dec opportunities, we have to disregard
debug insns to avoid changing the code.  This fixed a number of
bootstrap-debug differences on ia64.  Installing in the vta branch.
