I did not do the conversion for the license files myself: they are
available on the FSF web site.

Look for the Docbook format files.

I did make 2 changes, in that I updated the file to the 4.5 DTD (ie
change 4.2 to 4.5), and slightly changed the id (from gpl to gpl-2.0).

I think this should be acceptable, but I will email as suggested anyway.
