I think I have an easier alternative.  I've merged both your and
Bill's patch into a single unified patch which I will commit as soon
as Aldy finishes committing the merge (which is on its way in).  Oleg
is also waiting on this, because he changes to the inliner needed
estimate_num_insns.

I'll have the merged patch ready in a bit.
