I don't know, on my devpt machine I have both PPL and CLooG installed
in /usr and it continued to work even after the BASELIBS change.  Now
I used a new machine where I installed everything from scratch and the
install of PPL in /usr did not worked.

As we have a similar mechanism for dealing with clooglibs, I don't see
why ppllibs should be dealt with in a different way: default should be
set to the -lflags and if the tests show that PPL does not exist, the
ppllibs is set to the empty string.
