[vta,vta4.3] honor -fdump-noaddr in cselib value debug dumps

Some of the debugging value dumps I introduced along with
var-tracking-assignments didn't honor -fdump-noaddr.  This patch fixes
it.  I'm checking it in, both vta and vta4.3.
