[Ada] OS constants management

This change generalizes the mechanism used to generate GNAT.Sockets.Constants
to also encompass non-socket-related operating system magic constants.
Runtime unit GNAT.Sockets.Constants is renamed to System.OS_Constants and
augmented with new constant definitions.
Code reorganization only, no test needed.
Tested on i686-pc-linux-gnu, committed on trunk

* gen-oscons.c: New file. Now generate System.OS_Constants instead of
GNAT.Sockets.Constants.
Add new constants for GNAT.Serial_Communications and System.File_IO.
