Patch Fix2 PR35013, PR27192

This patch has been modified to return word address expressions when 
Symbol+offset is passed to assembler. This
makes arithmetic on function pointers consistent at all optimization 
levels. This is compatible with all other uses of these pointers.

Ok to commit to HEAD?

predicate to check
