it has to be said that I at least been asked to resubmit patches later
(several months later), not because they conflicted with trunk but because
they conflicted with changes made at ACT and not yet pushed to the gcc tree.
I can live with that, but it is annoying.

I would certainly hope so, that's the minimum!  Personally I don't have a
problem with reviewing patches after you've committed them, but it would
be more in keeping of the spirit of gcc development to post them for review
first.
