That seems reasonable, but it contradicts feedback I've gotten from
previous patches.  For example, see
http://gcc.gnu.org/ml/gcc-patches/2007-07/msg00119.html.

For consistency's sake, it might be worth publishing a test guidelines
doc.  Or does such a beast already exist?
