autopar reduction and OMP_ATOMIC gimplify/expand changes - final patch

Hi

This is the autopar reduction + OMP_ATOMIC expand patch that I intend to 
commit.
I wanted to post the final version of the whole patch before checking it 
in (it was approved), after making some 
changes according to Zdenek's and Diego's reviews.

I'm testsing it again now, and will commit it to mainline assuming it 
passes the testing successfully.
If there are any other comments before I check in, they are welcome.
