PATCH: 4.3 bootstrap broken when configured as i386-linux

Right you are.  Since AC_CANONICAL_HOST is already used in libgcc, here is a
patch that fixes it and replaces the previous one I sent out.  Note, in
response to H. J.'s post about configuring pentium4-linux, that doesn't seem to
build right now:

	* configure.ac (--enable-decimal-float): Use $host instead of
	$target to provide canonicalization of the system, and fix bugs
	that showed up in adding the decimal floating point support.
