MinGW trunk fix: Can someone test, please?

I found the reason why I can't get your patch (or any modification of  
that patch I tried) to work. On my mingw build, ${builddir}/gcc/ 
fixinc_list is empty (it contains ";"). It's because, in the gcc/ 
Makefile, the list is generated by calling gcc -print-sysroot-headers- 
suffix, which returns "not configured with sysroot headers suffix",  
which cause the makefile (via a test on "gcc -print-sysroot-headers- 
suffix") to generate an empty fixinc_list.

Maybe Danny S. would have an idea?

PS: I looked back, and i686-mingw32 appears to be a new secondary  
platform for 4.3. Nice first few months!
