My take...  no, if you're doing existing things, in the existing  
framework, in the existing way, the best people are the ones that  
know the config details of the specific system.  When one adds new  
config bits to do something weird, special or different a build  
maintainer can catch the odds rules, like, no that can't work for a  
canadian cross host when -with-isysroot is used, which, we in  
general, don't expect a normal port person to know about or burn  
neurons for.

For complex configury bits, you can always review just the x86 bits  
and approve that aspect of a patch and request a build person review  
the build aspects of the patch.  This keeps patches from becoming  
stuck in limbo when a patch needs two people to review it.
