[committed] more warnings.m4 massaging

This patch allows one to use multiple ACX_PROG_CC_WARNING_OPTS and have 
the various options appended to the library.

It also adds a second parameter to ACX_PROG_CC_WARNINGS_ARE_ERRORS.  I 
was going to leave it aside completely, but since I spotted a typo...

        [WERROR=-WerrorB])

... I decided to keep the three macros consistent.  Furthermore, there 
was an extra (wrong) parenthesis in this macro, fixed too.

Tested by looking at the difference in libcpp/configure, and in a 
patched gcc/configure.ac that uses the macros.
