[Patch, fortran] PR20896 - dummy procedures interfaces

:ADDPATCH fortran:

I have described the thinking behind this patch in 
http://gcc.gnu.org/ml/fortran/2007-01/msg00059.html . Whilst the 
behaviour is different from other compilers, I believe that it is 
standard conforming.  The testcases are essentially the same; 
interface_10.f90 checks that external and explicitly interfaced 
procedures can be interchanged and correctly recognised and; 
interface_11.f90 checks that ambiguity tests and missing specific 
procedures are correctly handled.

Bootstrapped and regtested on ia64/FC5; tonto-2.3.1 compiles and tests 
24/24 - OK for trunk and, after a week or so, 4.2?
